  1. 4. APPROVED to amend rule 1322 (page 98, Rulebook) to adopt ISU rule changes for IJS events and update the rules and penalties for 6.0 events as follows:

1322 - Before each performance, the name of the competitor/team will shall be called.
A.For IJS events:
1. Every singles, pairs and ice dance skater/team must take the starting position of each segment of the competition (pattern dance, short program, short dance, free skate or free dance) no later than 30 seconds after the skater's/team's name has been announced. If the competitor/team has not taken their starting position within the 30 seconds, the referee will deduct 1.00. If the skater/team has not yet taken their starting position within 60 seconds after their name is announced, the skater/team will be considered withdrawn.
a. The first skater/team in a warm-up group will be granted an additional 30 seconds after their name is announced. The timing procedure as described in (A)(1) above will start after that 30 seconds extra time period.
2. Every synchronized team must take the starting position and make a signal to the referee of each segment of the competition (short program and free skate) no later than one minute after the team's name has been announced, after which, the music will be played.
B. For 6.0 events: Every singles, pairs, ice dance and synchronized skating competitor/team must take the starting position of each part segment of the competition (pattern dance, short program, short dance, free skate or free dance) no later than one minute after the competitor's/team's name has been announced. Failing to do so, the competitor/team shall be considered withdrawn. referee must instruct the judges to take the appropriate deduction (per the current Deduction Table for Events Judged Using the 6.0 System posted under the "Technical Info" section on usfigureskating.org). competitor/team shall be considered withdrawn. The referee may, for good cause, modify the strict interpretation of this rule.
C. If a competitor/team has not registered, turned in music or shown up for the warm-up, such competitor/team will be considered officially withdrawn, and the competitor's/team's name will not be announced.

  1. 5. APPROVED to add subparagraph D to rule 6511, championship adult dance (page 203, Rulebook) as follows: D. Each couple may provide their own music for each dance. Couple's chosen music may be +/- 2 beats per minute different from the tempo as stated in the dance description of the pattern dance and may include vocals. Each team must submit their music no later than the first official practice session for their event at each competition.

  1. 6. APPROVED the president's reappointment of Steve Cady as a U.S. Figure Skating representative to the board of Serving The American Rinks (STAR). The term of service for this appointment is for three years, starting September 2014.
